Legally if it's existing it's the FRA under the FSO (or equivalent) that determines what's needed, if it's new build or 'building work' it's whatever interpretation of Building Regs is specified by Building Control.

How I see it is that if you have a need for VADs then they must be installed more widely than the ridiculous & pointless 'just stick a strobe in the disabled cubicle' approach of recent years if they are to achieve their purpose.

I've never got that one anyway. How many deaf people will use the disabled wc over the regular ones?

... But it's not just in the disabled loo ... Part M requires all loos to be fitted with VADs
At least that makes sense, I mean the place I see with strobes in the disabled wc but not in the male/female

Personally I would refer to the FRA and BS 5839-01 with regards to the VAD. If the FRA doesn't mention it then they are not required. That can be changed by a later updated FRA if necessary. With C-Tec using the word MUST in this setting is not in line with the BS 5839-01 language.
